MSDF Strengthens Sustainable Framework For Social Protection

Doha, Qatar: In 2025, the Ministry of Social Development and Family (MSDF) continued to consolidate a comprehensive and sustainable framework for empowerment and social protection, driven by forward-looking strategies, progressive legislation, and advanced digital services.

These efforts reflect the State of Qatar's commitment to shifting from traditional welfare models toward inclusive social and economic empowerment, according to statistics shared by MSDF on the X platform.

A key milestone during the year was the launch of the National Strategy 2025–2030 under the theme“From Care to Empowerment.” The strategy places strong emphasis on supporting families, empowering women, persons with disabilities, and the elderly, while enhancing community participation and volunteering. It also focuses on transitioning beneficiaries from dependency-based care to active economic and social involvement.

On the legislative front, 2025 witnessed the enactment of pioneering laws, most notably Law No. (22) of 2025 on the Rights of Persons with Disabilities. The law strengthens the protection of civil, social, and economic rights, and promotes inclusion in education, employment, and digital services, reinforcing equal opportunities and accessibility across society.

The Ministry also expanded its digital transformation agenda through the launch of innovative platforms and services. Among them, the“Yusr” platform was introduced to facilitate easier access to services for persons with disabilities, enhancing efficiency, transparency, and user experience.

Economic empowerment remained a central pillar of the Ministry's work, particularly in supporting productive families. Measures included the cancellation of the 20% deduction from profits of productive families, alongside the organisation of local markets and exhibitions to support economic sustainability. By the end of 2025, the initiative supported 708 productive families, offered more than 1,000 Qatari products, and contributed to the launch of 75 new productive projects.

In parallel, the Ministry implemented a wide range of awareness campaigns throughout the year, addressing key social issues such as the prevention of violence against women, financial awareness, the rights of the elderly, family cohesion, and child welfare. These campaigns were delivered through national events, community activities, and educational programs, reinforcing social awareness and shared responsibility.

Through these integrated efforts in 2025, the Ministry of Social Development and Family reaffirmed its role in building a resilient, inclusive, and empowered society, aligned with Qatar National Vision 2030 and focused on sustainable human and social development.
