Ukraine And U.S. Agree To Continue Work On Joint Proposals For Peace Agreement
“On 23 November 2025, representatives of the United States and Ukraine met in Geneva for discussions on the U.S. peace proposal. The talks were constructive, focused, and respectful, underscoring the shared commitment to achieving a just and lasting peace,” the statement reads.
As noted, both sides deemed the consultations extremely productive. The discussions demonstrated significant progress in aligning positions and identifying clear next steps.
The parties reaffirmed that any future agreement must fully respect Ukraine's sovereignty and ensure a sustainable and just peace. Following the negotiations, the sides prepared an updated and refined framework document on peace.
It is highlighted that the Ukrainian delegation once again expressed gratitude to the United States, and in particular, to President Donald Trump personally, for his unwavering commitment and tireless efforts aimed at ending the war and saving human lives.
Ukraine and the United States agreed to continue intensive work on joint proposals in the coming days. They will also maintain close contact with European partners as the process moves forward.
Final decisions regarding this framework document will be made by the presidents of Ukraine and the United States.
“Both sides reiterated their readiness to continue working together to secure a peace that ensures Ukraine's security, stability, and reconstruction,” the statement says.
As reported by Ukrinform, earlier U.S. media circulated information that the Trump administration had been conducting secret consultations with the Russians to develop a new plan for ending the war in Ukraine. Axios reported that the plan comprises 28 points and is divided into four general categories: peace in Ukraine, security guarantees, security in Europe, and the future of U.S. relations with Russia and Ukraine.

The plan provides that the transfer of the remaining territories of Donbas would take place in exchange for security guarantees for Kyiv and Europe from the United States, the mechanism for which is not clearly defined.
Meanwhile, according to Reuters, the United Kingdom, Germany, and France have prepared proposals for the draft U.S.“peace plan” of 28 points, aimed at making it more favorable to Ukraine.
