DR Congo, M23 Rebels Finalize Peace Framework in Qatar
(MENAFN) The Democratic Republic of Congo government and the M23 rebel group have finalized a peace framework in Doha following intensive mediation by Qatar and the United States, marking a potentially pivotal shift in the conflict-ravaged region.
Qatari Minister of State at the Foreign Ministry Mohammed Al-Khulaifi announced Saturday that the accord, titled the Doha Framework for Comprehensive Peace, "lays the foundation for peace and stability" between Kinshasa and the M23.
Khulaifi emphasized that diplomatic efforts are now pivoting toward implementation, according to a Foreign Ministry statement. "Work is continuing to achieve peace through appropriate mechanisms for implementing the agreement in the Democratic Republic of Congo," he said.
The state minister credited the achievement to "the good offices of our partners, led by the United States, the African Union and Togo."
Characterizing the accord as "a historic opportunity," Khulaifi stressed that both parties now bear the burden of executing its terms.
Qatar's involvement, he clarified, centers on creating a structured negotiation framework rather than resolving all disputes immediately. The framework establishes essential protocols for future negotiations.
"Include restoring state authority, governance reforms, inclusive national power-sharing arrangements, issues of identity and citizenship, the return and resettlement of internally displaced people and refugees, and economic recovery with improved social services," Khulaifi said, outlining the agreement's scope.
The comprehensive peace package will encompass the framework document plus eight protocols—two already finalized, with six remaining protocols to be negotiated within a fortnight of the framework's signing, according to the state minister.
The parties have committed to establishing an independent commission under Congolese government authority to advance truth, reconciliation, and accountability for atrocities, while proposing appropriate reparations through a transitional justice mechanism.
"The commission's structure and mandate will be aligned with the constitution and international law," he said.
The March 23 Movement has seized control of strategic territories across eastern DRC throughout the year. Kinshasa and the UN have consistently alleged that neighboring Rwanda provides backing to M23—accusations Kigali categorically rejects.
Numerous regional and international diplomatic initiatives have attempted to broker peace, with recent efforts spearheaded by the US, Qatar, and the African Union.
On Oct. 14, Doha facilitated the signing of a monitoring and verification mechanism for a ceasefire between the DRC government and the M23.
