Ukrainian Parliament Passes Law On Mobile Internet, National Roaming
"Mobile internet will become better and faster, and you'll be able to check its quality yourself. The parliament has approved an important bill, No. 12094, which will help develop digital infrastructure and ensure uninterrupted connectivity for all Ukrainians," the statement said.
Once the law takes effect, internet speed will officially become a required quality indicator for communications services in Ukraine. A fixed minimum number of megabits per second will be established, and mobile operators will be required to provide services that meet this standard.
Ukrainians will be able to test their mobile internet quality directly from their smartphones. The data on speed and performance will be transmitted to the national regulator – the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services – for analysis. This will help identify weak spots in the network and enable a quicker response to connectivity issues.

In addition, the legislation stipulates that national roaming will continue to operate even after martial law is lifted. Ukrainians will still be able to use the networks of other operators to stay connected during emergencies.
As reported earlier, the European Commission has approved granting Ukraine access to the "Roam like at Home" policy, which will allow Ukrainians to use mobile services within the EU without extra charges. Official accession is expected on January 1, 2026.
