Afghanistan-Pakistan Talks In Turkey End Without Results: Source

KABUL (Pajhwok): The negotiations between Afghanistan and Pakistan in Turkey have concluded without any outcome. A source told Pajhwok on Tuesday that the behavior of the Pakistani side during the talks was such that even the mediators were surprised and upset.

The source said:“What was most striking was that the Pakistani delegation was not familiar with the negotiations, engaged in illogical discussions, and at times behaved rudely and used inappropriate language.”

According to the source, even the mediators (representatives from Qatar and Turkey) were surprised and upset by the behavior of the Pakistani side during the talks.

He said that all agenda items of the meeting had been completed, but discussion was ongoing on only one item, during which the Pakistani side“disrupted and spoiled the meeting with rude and inappropriate behavior.”

The source added:“The head of the Pakistani team, who was a very ill-mannered person, requested from the Afghan side that you bring all the groups that carry out attacks in Pakistan under Afghanistan's control...”

The source said that this request also surprised the mediators (representatives from Qatar and Turkey):“What kind of request is this, to control your own rebel groups through another country?”

The Afghan side responded that these groups are not under their authority; they are citizens of Pakistan. Therefore, how can Afghanistan summon and control Pakistan's own nationals and militant groups?

According to the source, another demand from the Pakistani side was that if any Tehrik-i-Taliban Pakistan (TTP) attacks occur in Pakistan, they would take revenge from Afghanistan.

The Afghan side replied that controlling attacks in Pakistan is the responsibility of Pakistan's military and security forces. The Afghan government is responsible for ensuring that no one uses its territory to attack Pakistan.

The Afghan side said:“Okay, we will not allow anyone to use our territory to attack Pakistan, but in return, the Pakistani side must also guarantee that they will not violate Afghan airspace or allow American drones to use Pakistan's territory or airspace to enter Afghanistan; similarly, Daesh elements should not use Pakistan's territory to carry out attacks in Afghanistan.”

The source added that initially the Pakistani delegation agreed to this, but later they received a phone call, and when they returned to the meeting, they retracted their agreement, saying that Pakistan could not stop the Americans' drones or guarantee against Daesh attacks.

According to the source, when the issue of preventing American drones from entering Afghanistan from Pakistan's airspace was raised, the head of the Pakistani negotiating team, Gen. Shahab Aslam, said:“This issue should not be discussed.”

The source said that Qatar's ambassador to Afghanistan, Mirdaf, who was present at the meeting, told him:“Sir, please listen, do not interrupt halfway; this is an Afghan concern.”

Gen. Shahab responded that the American drones passing through Pakistan's airspace into Afghanistan take off from Qatar's base-why don't you stop them there? The Qatari ambassador replied that they have an agreement with the United States there. Shahab said,“We also have an agreement with the United States.”
