
Norway, Netherlands To Help Ukraine Restore Energy Infrastructure Zelensky
“First – an audit of the implementation of agreements, primarily regarding defense packages and support for our resilience, including in the energy sector. Second – relations with the United States and the negotiation track aimed at ending the war. Third – the European direction,” Zelensky said.

He added that European engagement is not only about Ukraine's EU accession talks but also includes bilateral cooperation programs with European partners, such as investments in Ukrainian defense production, joint manufacturing projects on partner territories, and initiatives such as PURL and SAFE.

The meeting also focused on allocating frozen Russian assets to fully support defense efforts and post-attack recovery.
“We are getting closer to a decision on the assets, and I thank everyone who is helping us. It is absolutely fair that Russia must pay for the war it started, continues to drag out, and wages in an openly terrorist manner,” Zelensky emphasized.

The President noted that a Ukrainian delegation is preparing to visit the United States, including the Prime Minister, the Head of the Presidential Office, and the Commissioner for Sanctions Policy. The visit will also involve the Ministry of Defense and the National Security and Defense Council, with plans to negotiate several significant defense agreements to strengthen both countries.

Zelensky highlighted that Ukrainian officials presented detailed reports on the needs of the energy sector and on recovery after the Russian strikes. Priority countries capable of providing timely and effective assistance were identified, with major agreements already reached with Norway and the Netherlands.
“We know which steps will ensure sufficient support for Ukraine's resilience,” he said.

We continue to work with the European Union at all levels to ensure progress that is fully deserved by every country that fulfills its commitments. Ukraine fulfills its part of the commitments, and we expect equally comprehensive work from the European side. We see the corresponding political opportunities.”
The President also called for intensified work on sanctions, emphasizing that Russia's oil revenues and its ability to purchase components for drones and missiles should be the key targets.
“No drone or missile could be produced by Russia alone without imported critical components and specialized equipment from other countries. We understand which pressure points can be most effective. We are preparing the relevant negotiations and contacts,” Zelensky said.
As reported, overnight on October 10, Russia launched over 30 missiles and more than 450 strike drones at Ukraine's critical infrastructure, injuring over 20 people, and killing a child in Zaporizhzhia.
