Peru's Copper Halt: Artisanal Miners Vs. Big Industry
(MENAFN- The Rio Times) Hudbay Minerals paused its Constancia copper mill on September 23 after artisanal miners blocked key roads in Lima and Cusco.
They demand simpler, lower-cost permits under Peru's REINFO program, which officials designed to formalize small operators but has left many unable to comply.
Constancia, Peru's ninth-largest copper producer, yielded about 99,000 tonnes in 2024. Nearby Las Bambas, run by MMG, produced over 320,000 tonnes. Copper generates roughly 10 percent of Peru 's GDP and more than 60 percent of export revenue.
The protests pinched July's economy, contributing to a 0.2 percent GDP drop, as blocked routes stalled essential concentrate shipments. Hudbay moved non-essential staff offsite and used the downtime for early maintenance.
The company expects to meet its 2025 output and cost targets once dialogue with government and community leaders clears the way for safe operations.
Behind the headlines lies a deeper clash. Thousands of informal miners operate under provisional licenses. They face rising fees, slow approvals, and strict environmental rules.
They argue that existing regulations threaten their only livelihoods. The government insists on strong oversight to protect water, soil, and public safety. Finding a lasting fix means balancing oversight with survival.
Extending REINFO deadlines or reducing permit fees could ease tensions but might weaken environmental safeguards. Tough enforcement could push more miners underground, raising risks of damage and injury.
Peru must forge a path that secures both its copper lifeline and the futures of small miners. Otherwise, this standoff could repeat, jeopardizing economic stability at home and copper supplies abroad.
