Panamanian President José Raúl Mulino said Thursday that consular relations with Venezuela have been restored to“transfer” migrants from that Caribbean country returning from the north after their attempt to enter the United States was thwarted. “The Venezuelan crisis isn't over; on the contrary, it's worsening. It has produced multiple consequences. The complete breakdown of relations was one of them. We haven't restored, nor are we considering restoring, diplomatic relations, but we have restored consular relations, primarily for humanitarian reasons,” the Panamanian president emphasized.
