UNSC Slams Israel For Breaching Qatar's Sovereignty

DOHA: Members of the UN Security Council affirmed their strong support for the sovereignty and territorial integrity of the State of Qatar, in line with the principles of the UN Charter. The Security Council held an Emergency Meeting yesterday under the agenda item“Situation in the Middle East.”

The meeting was requested by Algeria, Pakistan and Somalia to address Israel's September 9 strike in Doha. The meeting request was supported by France and the United Kingdom.

The meeting was presided by South Korea, which holds the presidency of the UN Security Council for September 2025.

“Israel's air strikes in Doha, Qatar, on September 9, shocked the world,” Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs, said in her briefing, describing it as an“alarming escalation, especially since it targeted individuals who were reportedly gathered to discuss the latest United States proposal for a ceasefire and hostage release deal in Gaza.”

Hamas, she said, stated that the son of its chief negotiator, as well as his office manager and three other people affiliated with the group, were killed, while its senior leadership survived the attack.

Algeria: The delegate of Algeria said that“Israel behaves as if law does not exist, as if borders are illusions and the UN Charter is an ephemeral text”. In the span of days, Israel has struck Syria, Lebanon, Yemen and now the peace broker, Qatar. Condemning“the conduct of an extremist Government”, he warned that“the path of domination yields neither peace nor stability”. He urged the Council to use all its tools – including sanctions –“before it is too late”.

Pakistan: The representative of Pakistan said that striking the territory of a principal mediator for a ceasefire and hostage deal, as well as those involved in negotiations, is a deliberate attempt to sabotage diplomacy, derail peace efforts and prolong civilian suffering.“It is evident that Israel, the occupying power, is determined to undermine and destroy every possibility of peace,” he said, questioning whether the return of hostages is truly a priority.

Denmark: The representative of Denmark said the recent Israeli strike on Hamas targets in Doha violates Qatar's sovereignty and international law. All parties must show restraint to avoid further violence and instability in the Middle East. The Council must meet this challenge to secure regional stability.

United Kingdom: UK Representative to the UN Security Council said her country unequivocally condemn Israel's attack on Doha, and stand in full solidarity with the State of Qatar.“We wholly condemn the strikes on Qatar which will do nothing to deliver peace in the Middle East, or to help safeguard Israel's long-term security,” she said. She added that Qatar has always been an honest mediator for peace in the Middle East, and the Israeli attack is a blatant violation of Qatar's sovereignty and poses a risk of further escalation in the region.

Sierra Leone: The representative of Sierra Leone condemned Israel's strike on Qatar, a key mediator in the Israel-Hamas conflict, as a violation of sovereignty and international law. He urged all parties to show restraint, respect Qatar's sovereignty and support peaceful negotiations.

France: Expressing support for Qatar, France's delegate condemned the strikes by Israel on Doha, calling them a violation of international law. Further, he stressed that a political solution based on the two-State framework is essential – this hinges on the recognition of a sovereign Palestinian State with a reformed governance.

Russia: Russia's Representative to the UN Security Council said his country unequivocally condemns the Israeli attack on a residential area in Doha. He expressed concern about Israel's bombing of an area only 600 meters away from Russia's mission in Doha.

Somalia: Somalia's Representative to the UN expressed solidarity with the State of Qatar and support for its right to take any action it deems necessary in response to the aggression. He said Israel's attack on Qatar targeted its internationally appreciated mediation efforts, adding that the Security Council's inaction to confront the Israeli aggression makes international law merely a suggestion.

Panama: Panama's Representative to the UN Security Council strongly condemned the Israeli attack on Qatar and expressed solidarity with its government and people. He described the Israeli aggression as flagrant and reprehensible violation of the security of a sovereign state.

China: The representative of China recalled that on September 7, the United States put forward a new ceasefire proposal and claimed that Israel had agreed to it. However, just two days later, a Hamas delegation, which was discussing the proposal, was attacked by Israel.“Such an act of bad faith, irresponsibility and a deliberate sabotage of negotiations is indeed despicable,” he said, expressing deep concern that the attack could lead to further escalation of tensions in the region.
