Zelensky Says Security Guarantees Can Be Introduced Even Before War Ends
“Security guarantees can be introduced after the end of the war, but something can probably be done before that,” Zelensky said.
He recalled that before Donald Trump was re-elected as US president, he had a meeting with him at which he presented the Victory Plan.
"In my opinion, the Plan for Victory is to stop Russia now and prevent it from repeating its aggression. Today, our security guarantees are based on the following principles: a strong Ukrainian army, the presence of European colleagues, America's backstop, sanctions, and reconstruction. The plan I came up with had a similar model, but it was based on what needs to be done now, without waiting for the end of the war, and then the Russians will end this war," Zelensky said.
The head of state noted that this model was based on a strong army, and therefore he asked President Trump to provide Ukraine with long-range weapons, which were planned to be used for military purposes at the moment when Russia refuses to cease fire or end the war.
At the same time, the Victory Plan provided for EU membership.
“I believe that a date should be set in coordination with all colleagues so that Putin understands that this is an irreversible process. This was important,” the President noted.
In addition, Ukraine sought NATO membership.

But I believe that we need to be invited to NATO as a step, as President Trump once said, to have cards in our hands. Unfortunately, we did not get that,” Zelensky said.
The president added that the Plan also included an approach to sanctions.
“There is a package of sanctions - it is open, and it is clear what sanctions will be lifted if Russia ends this war, and at what point and what additional sanctions will be imposed on the Russians if they do not end this war. If the Russians do not end the war, we need to reduce the money they spend on the war,” the head of state stressed.
According to Zelensky, sanctions against the Russian aggressor and accession to the European Union are currently reliable security guarantees for Ukraine.
"Sanctions against the Russian state and against Russian trade are really necessary. And this also depends largely on the United States. Today, we discussed in detail how to direct the joint capabilities of Europe and America to increase pressure on Russia," he said.
The head of state stressed that it is necessary for all agreements with international partners and the President of the United States of America on responses to the actions of the Russian Federation to be implemented.
Zelensky also said that he and Stubb discussed today's work in the format of the Coalition of the Willing.
“We already understand the architecture of security guarantees. We understand what steps can work,” the President stressed.
In particular, Ukraine's membership in the European Union is part of the security guarantees.
