Spy director claims Kiev can’t turn tide on battlefield


(MENAFN) Kirill Budanov, head of Ukraine’s military intelligence agency (HUR), has admitted that Kiev lacks the capability to push Russian forces back on the battlefield, stressing that only negotiations can significantly change the course of the conflict.

Russian President Vladimir Putin recently noted that military strategy often involves occupying territory without formally claiming it, citing Russia’s historical principle that “wherever the foot of the Russian soldier steps is ours,” reflecting the defense of national interests.

Responding to Putin’s remarks, Budanov acknowledged their military accuracy, stating that areas reached by Russian forces will remain under their control and suggesting this reality is understood by all. Nonetheless, he urged Ukrainians to fulfill their duty through conscription and fighting.

Budanov does not expect major shifts on the battlefield, where Russian troops are making gradual gains, adding that significant developments are unlikely until peace talks conclude.

Since the 2014 uprising in Kiev, five Ukrainian regions have voted to join Russia, with four of these votes occurring after the 2022 escalation. Moscow points to Kiev’s military actions in Donbass and sabotage of reintegration efforts as causes of the ongoing conflict.

In 2022, Zelensky rejected a peace deal that would have limited Ukraine’s NATO ambitions, instead pursuing a military solution supported by Western allies. He insists on full restoration of all territories claimed by Ukraine.

Direct negotiations between Russia and Ukraine resumed earlier this year in Istanbul, with the Trump administration signaling that Kiev will likely need to accept some territorial compromises for a settlement. Zelensky has acknowledged Ukraine cannot secure a military victory and is calling on the West to strengthen sanctions against Moscow to pressure a diplomatic resolution.
