JICA, Georgetown University Partner To Boost Jordan's PPP Capabilities

Amman, July 22 (Petra) – The Japan International Cooperation Agency (JICA) and Georgetown University in Qatar signed an agreement yesterday, Monday, launching a technical cooperation project aimed at strengthening Jordanian officials' capacity to design, implement, and oversee Public-Private Partnerships (PPPs).
JICA announced in a press statement that the initiative includes an intensive training program and an international study tour for senior Jordanian officials responsible for PPP management across various government ministries and independent institutions.
The program, led by Georgetown University in Qatar, adheres to world-class academic and professional standards. It is delivered by a distinguished team of faculty members and specialized researchers with over 25 years of experience working with governments, ministries, and public sector institutions globally and across the region, offering participants both academic insight and practical expertise.
A key component of the program is a field study tour in Australia, a nation renowned for its leadership in developing and executing successful PPP projects across diverse sectors, including infrastructure and service delivery. This tour will provide a comprehensive learning experience through visits to high-performing institutions and entities with proven track records in PPP implementation, offering participants direct exposure to international best practices and practical applications.
JICA stated that this initiative is designed to support the establishment of a dedicated inter-ministerial PPP team within the Kingdom. This team will be tasked with proposing, analyzing, evaluating, formulating, managing, and operating PPP projects.
The program will culminate in a high-level workshop for interested trainees, bringing together representatives from various government ministries and bodies, the private sector, local and international investors, banking experts, and the donor community. This collaborative forum is expected to foster dialogue and cooperation.
The JICA technical cooperation program and accompanying workshop aim to reshape the PPP environment in Jordan. The methodology developed through this program is anticipated to serve as a reference for future capacity-building efforts and institutional development concerning PPPs in the Kingdom. It also holds the potential to attract donor funding and stimulate interest from local investors and corporate alliances in upcoming PPPs.
This partnership, JICA emphasized, strongly aligns with Jordan's Economic Modernization Vision, which underscores the private sector's pivotal role in achieving national development priorities through PPPs. By enhancing institutional readiness and attracting private capital, the program will directly contribute to alleviating the financial burden on the Jordanian government while advancing critical national projects.
