The JDS program is a long-standing initiative by Japan aimed at enhancing Pakistan's administrative capacities. Launched in 2018, it offers opportunities to qualified and talented Pakistani government officials to pursue Master's and PhD degrees at prestigious Japanese universities. Selected officials are typically involved in policy formulation and implementation concerning Pakistan's socio-economic development.

To date, more than 100 Pakistani civil servants have been sent to Japan through the program, with around 70 having returned after completing their education. These returning scholars are actively contributing to the country's progress by applying their enhanced skills and knowledge. The program focuses on critical sectors such as public policy, finance, industrial development, energy, climate change, agribusiness, and food security.

Speaking at the event, Ambassador Akamatsu emphasized Japan's commitment to Pakistan's social and human development.“Japan recognizes the importance of a robust public sector for national development. Training young and capable civil servants in technical fields is essential for solving Pakistan's development challenges,” he stated.

JICA Pakistan's Chief Representative Naoki Miyata added,“This program will play a vital role in strengthening human capital in Pakistan. JDS scholars will gain advanced education in Japan, enhancing their policymaking and implementation capabilities.

We believe these officers will emerge as leaders in the Government of Pakistan and contribute significantly to national progress and public welfare. This program also symbolizes the enduring friendship and strong partnership between Japan and Pakistan.”A
