Amman, Feb. 2 (Petra) -In its session held Sunday, headed by Prime
Minister Dr. Jaafar Hassan, the Cabinet approved Legislation and Policies Impact Assessment Bylaw for the year 2025, aimed to ensure quality of legislation and policies, legislative stability, and support decision-making processes for "institutionalizing" under a data-based system.
The regulation is set to enter into force six months after its publication in the Official Gazette, which would empower relevant authorities to issue regulatory instructions, guidelines and practical models to help Jordan's public departments prepare pre- and post-impact assessment studies with "institutionalism, quality and consistency."
Under the bylaw's provisions, a special unit will be established at the Prime Ministry to support policy-making and decision-making processes and is entrusted to verify the "sound" organization of legislation and policies and review and audit those institutions' impact assessment "systematically and institutionally".
Public departments and ministries are also committed to establishing or identifying an organizational unit "institutionally" to ensure implementation and follow-up of impact assessment studies.
Ministry of Digital Economy and Entrepreneurship will support public departments and ministries by providing platforms for e-consultations and feedback.
Meanwhile, Institute of Public Administration will outline the training package and build employee capacity of government departments and Legislation and Opinion Bureau will be entrusted to providing legal advice to public bodies.
The system would empower the relevant units' workers on the necessary skills for conducting the required studies and using approved contact channels to make and announce consultations on the designated website and social media platforms.
Additionally, the Cabinet approved the mandating reasons for an amended Civil Service and Public Administration Commission Bylaw, aimed to enhance its oversight role, raise efficiency of executive management and organizational structure, and boost decision-making governance.
As per the amendments, the commission will have a Secretary-General and an Executive Director for Control and Compliance to replace the current four executive directors, which would contribute to reducing task overlap and duplication and raise performance level, in line with requirements of the public sector modernization map.
A committee for service policies and public administration will be launched, headed by the commission's chairman, alongside other directors and three experts in the public sector.
This committee will study policies, strategies and draft regulations and approve the necessary standards, guides and methodologies.
As for the development front, the Council decided to approve the decision of Board of Directors of Jordan Valley Authority (JVA), which passed the criteria for allocating housing units and set their prices to citizens in the Jordan Valley areas.
These criteria aim to achieve justice standards for residents and non-residents in the area and set allocation priorities and payment methods as stipulated in Jordan Valley Development Law.
The move also eyes to achieve social justice and develop Jordan Valley within the JVA's strategy and realize economic development goals.
