Kuwait- Minister Optimistic On Mega Housing Venture

(MENAFN- Arab Times) Minister of State for Housing Affairs Yasser Abul on Monday expressed optimism on the technical steps that have been taken so far to start executing Mutla'a housing project, the first major venture of this kind, launched by the Public Authority for Housing Welfare, first phase of which to be implemented in first quarter of 2016.

In a statement to KUNA, the minister said first draw for the residential units' allocations will be conducted in the current month, August, for distributing the units to qualified applicants, at a rate of 1,500 unit per month, till end of the current financial year which ends next March. The project's size warranted involvement of international companies, particulary for building the infrastructure, he said, adding that work will begin during the first quarter of next year.

Abul also said Mutla'a housing project is "the first of its kind", and that it includes around 6,000 government-allocated houses. This project will also include nearly 100 ventures to build facilities for services, entertainment, investment and industrial purposes, he said.

In other news, Public Authority for Housing Welfare (PAHW) denied allocating plots at blocs 3 and 4 in Khaitan for investment or residential activities, adding that rumors circulated about plots in the area being offered in a public auction is untrue, reports Al-Seyassah daily.

An official source said the law restricts bidding to certain segments or personalities while bylaws in the country do not allow any such procedures unless it's for investment purposes. He declared that land properties are not in the care of the Ministry of Finance, indicating it has just been handed over to Kuwait Municipality. He explained the allocation of plots for residential or investment houses requires a decision from the Council of Ministers or any other relevant authority.

Meanwhile, the Chairperson of Kuwait Municipal Council Muhalhil Al-Khalid cautioned the government against falling into an error by offering plots in Khaitan through auction. He said property is available for traders and wealthy people after the sudden announcement, and the council did not want government to fall into the ownership problem with many agencies, because the decision for such ownership at Kuwait Municipality stipulates 'it should be done for public interest'.

He said the location should be made to benefit citizens through allocation by PAHW. He reiterated the council has not understood what the government wants to do about the allocation, because the latter has yet to respond to the council.
