US Senators Propose Bipartisan Sanctions Bill Targeting Actors in Sudan Conflict


(MENAFN) A bipartisan group of US senators has introduced legislation aimed at imposing sanctions on individuals and entities contributing to Sudan’s ongoing civil war, according to reports.

The proposed “Preventing External Aggression and Conflict Escalation (PEACE) in Sudan Act of 2026” was introduced by Senate Foreign Relations Committee Chairman Jim Risch and Ranking Member Jeanne Shaheen, alongside Senators Chris Coons and John Cornyn.

Supporters of the bill described the conflict in Sudan as a humanitarian catastrophe and a threat to regional stability and US national security. The legislation seeks to increase pressure on both the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), as well as their associated networks, according to reports.

Under the proposed framework, the US State Department would be tasked with evaluating whether armed groups in Sudan meet criteria for designation as Specially Designated Global Terrorists. The bill also expands existing sanctions authority and requires the development of a broader strategy aimed at achieving a ceasefire.

In addition, it mandates reporting on foreign governments and external actors that may be supporting or sustaining the conflict. The legislation would also extend the mandate of the US special envoy for Sudan.

The proposal allows the US president to impose sanctions on individuals involved in arms transfers, recruitment of child soldiers, coordination of foreign military involvement, smuggling of resources such as gold and gum arabic, or obstruction of humanitarian aid delivery.

Sudan has been in a state of conflict since April 2023, when fighting broke out between the national army and the RSF over plans to integrate the paramilitary group into the regular armed forces. The war has led to a severe humanitarian crisis, resulting in tens of thousands of deaths and the displacement of nearly 13 million people, according to reports. In January 2025, the United States concluded that RSF-aligned forces had committed acts of genocide in the country.
