Kyiv Officials Exposed For Embezzling Over UAH 4M In Medical Supply Procurement
Investigators found that the organizer of the scheme was an official from the state institution F.G. Yanovsky National Scientific Center of Phthisiology, Pulmonology and Allergology, who involved the director of a supplier company and a procurement manager from the same firm.
The suspects allegedly coordinated tender conditions, technical specifications, and inflated prices in advance. To ensure a specific company's victory, the tender documentation included requirements that effectively excluded other participants from competition, police said.
More than 10 contracts were signed between the medical institution and the private company for the supply of medical materials, including face masks and syringes, at inflated prices.
Experts estimated that the scheme resulted in the illegal appropriation of over UAH 4.1 million in public funds.
The suspects have been charged under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement or misappropriation of property through abuse of office), which carries a penalty of up to 12 years in prison, along with disqualification from holding certain positions and asset confiscation.
