Russian Senator Warns Telegram Could Be Fully Blocked
(MENAFN) A senior Russian lawmaker warned Friday that the messaging app Telegram could face a complete ban in Russia if it fails to meet the country’s legal requirements.
“Telegram is a very high-quality platform, and I use it actively myself,” Andrey Klishas, head of the Federation Council Committee on Constitutional Legislation and State Building, said in remarks reported by news outlets.
However, he stressed that all digital services operating in Russia must follow national laws, noting that “Telegram is no exception.”
Klishas added that the ultimate decision on the app’s status lies with the state communications regulator, urging the public to “wait for the decision of Roskomnadzor,” the agency overseeing media and communications.
The warning follows a broader crackdown on foreign messaging services, after Russian authorities restricted WhatsApp due to alleged noncompliance with local laws. In response, the Kremlin recommended citizens shift to “Max,” a state-developed messenger now mandatory on new devices since 2025.
While Telegram continues to serve as a key communication tool, including for military use, it has faced growing pressure from Roskomnadzor regarding data storage and anti-terrorism regulations.
Telegram founder Pavel Durov has previously stated that such restrictions aim to push users toward state-monitored platforms, echoing concerns raised by other tech companies over political censorship.
