Dubai Launches Hands-On Real Estate Diploma For Citizens
Dubai aims to increase the number of Emiratis working in real estate by around 800 this year, following the introduction of a new diploma launched for the UAE citizens on Monday, officials said.
“Currently, around 2,200 Emiratis are employed in real estate. With the launch of the Real Estate Diploma, the number is expected to reach 3,000,” said Abdullah Al Shehi, CEO of the Real Estate Regulatory Authority (RERA).
Recommended For YouLaunched by the Dubai Land Department and the Higher College of Technology, the diploma covers major aspects such as real estate law and regulations; the relationship between the owner and tenant; analysis of assets and liabilities; and knowledge of financial analysis, among others.

The Land Department has also signed with major UAE-based developers, including Emaar, Danube Properties, Sobha, Omniyat, Ellington Properties, Azizi Developments and Aldar Properties.
Following obtaining the knowledge and practical skills required to work in the real estate sector, the UAE citizens can join one of the developers in different roles.
The 'Real Estate Diploma' aims to qualify 40 participants per cohort through a programme spanning two years and comprising 90 accredited hours.
The curriculum covers specialised areas including property management, real estate valuation and appraisal, real estate broking, and dealings with property owners and tenants, in addition to promoting real estate services, thereby enhancing participants' readiness to enter the labour market with confidence and competence.
The programme aims to attract individuals interested in the real estate sector who seek to advance their professional careers by equipping them with the knowledge and practical tools needed to understand market dynamics and transformations and to contribute effectively to the sector's development with a high level of professionalism and responsibility.
The programme also provides graduates with pathways to continue their academic studies or to apply for professional licences in accordance with approved requirements.
Dubai's real estate has one of the world's best-performing markets globally, attracting developers, investors and brokers from around the world.
Benefits for developersRizwan Sajan, founder and chairman of Danube Group, said this is a great initiative and is making the private sector involved.
“We will have some interns from this initiative and hire them in Danube Properties so that they can grow on their career ladder. Today, property is a great market, and interns can make their careers here. We have already initiated and are going to hire a lot of nationals. This will also help companies meet their Emiratisation target,” said Sajan, adding that his company has already surpassed the Emiratisation target.
According to the Ministry of Human Resources and Emiratisation data, more than 152,000 Emiratis were employed in the private sector by the end of June 2025. And such initiatives will definitely help the public and private sectors to increase the role of citizens in the job market.
“Today, the private sector also gives good salary and career growth. Emiratis know the culture and people. They know there is a different market. They can go to Saudi Arabia, Oman, Al Ain and Abu Dhabi – handling the entire UAE market. They can cover a much wider market,” he said.
Omar Hamad Bu Shehab, director-general of Dubai Land Department, said the launch of the 'Real Estate Diploma' forms part of a practical approach aimed at linking theoretical knowledge with practical application and helps prepare individuals with the understanding, capability, and readiness to navigate market realities and transformations with a responsible professional mindset.
Dr Faisal Al Ayyan, president and CEO of the Higher Colleges of Technology, said preparing national talent to work professionally in this field will enhance excellence, competitiveness, and development across the sector.
