Filipinos In UAE Can Renew Driving Licences, Access Key Philippine Services On January 11

Filipino residents in the UAE will have the opportunity to access key Land Transportation Office (LTO) services in Dubai next weekend, as the Philippine government brings its OFW Serbisyo Caravan back for a third edition.

On Sunday (January 11), the LTO will offer on-site services at the Conrad Hotel in Dubai, according to an advisory posted by Migrant Workers Office. This will allow overseas Filipino workers (OFWs) to renew their Philippine driver's licences, as well as update personal records such as address and marital status - all without having to travel home.

Filipino residents in the UAE who wish to renew their Philippine driver's licence or update personal records during the OFW Serbisyo Caravan will need to prepare the following documents:

  • Completed Application for Renewal Form (APL Form)

  • Current or expired licence card

  • Medical certificate from an LTO-accredited clinic

  • Comprehensive Driver's Education (CDE) certificate submitted through their portal account

The base fee for licence renewal is Php585 (Dh36.53), with penalties for expired licences depending on the duration:

  • Php75 (Dh4.68) for 10 days to 1 year

  • Php150 (Dh9.37) for 1–2 years

  • Php225 (Dh14) plus Php100 (Dh6.25) application fee for licences expired over 2 years

Those looking to change their address must provide proof of residency or billing, while those updating marital status must submit a Philippine Statistics Authority (PSA) marriage certificate; each change carries an additional Php100 (Dh6.25) fee.

Payments for all LTO services can be conveniently made via GCash, Visa Debit, or Mastercard through the gov account.

Aside from LTO services, the caravan will also offer assistance from other Philippine government agencies, including the Office of the President, Department of Migrant Workers, Philippine Consulate General in Dubai, Migrant Workers Office (MWO) Dubai, Overseas Workers Welfare Administration (OWWA), Social Security System (SSS), Pag-IBIG Fund, Department of Information and Communications Technology, Department of Social Welfare and Development, and Philippine Health Insurance Corporation (PhilHealth).
