Brooge Plans Euro-5 Gasoline Refinery At Fujairah Oil Hub
Brooge Petroleum and Gas Investment Company, a subsidiary of shipping and logistics firm Gulf Navigation, has finalised an agreement to launch front-end engineering design for a new refinery in Fujairah aimed at producing Euro 5-grade gasoline from naphtha. The first phase of the project is expected to yield around 15,000 barrels per day.
Under the agreement, BPGIC will work with PEG to steer the FEED stage - a critical pre-construction step entailing process design, technology licensing and project layout. The planned facility would represent the first dedicated gasoline refinery in Fujairah, and reflect a strategic shift for BPGIC from storage and logistics into downstream refining.
The broader context for the development involves the recent completion of the acquisition of BPGIC's parent company by Gulf Navigation. The transaction, valued at approximately AED 3.2 billion, brought under Gulf Navigation's umbrella the storage terminals and infrastructure previously operated by BPGIC across Fujairah. This consolidation gives the combined group enhanced capacity to pursue integrated oil-and-gas services, combining storage, logistics and refining under one platform.
Company officials said the refinery project aligns with national ambitions to expand refining capacity and add value to hydrocarbon throughput inside the UAE. According to BPGIC's chief executive, the new facility would help meet growing demand for high-quality gasoline in regional and international markets, while supporting job creation and in-country value addition in operations and maintenance roles.
The refinery's planned use of advanced processing technology licensed by Honeywell could bring improved fuel quality and operational efficiency, helping meet stringent Euro-5 environmental standards while positioning Fujairah as a more competitive fuel-supply hub.
