Lawmakers May Fail To Approve Budget This Week Sources In Parliament

“The main topic of the meeting was, of course, the budget. More precisely, they were urging us, trying to persuade us to vote for it. As always, they emphasised the need for unity in such difficult times, especially during the negotiation process,” said one MP from the ruling majority who attended the meeting.

According to him, tensions in Parliament are running high:“There is a chance the week will start with the blocking of the Verkhovna Rada's work.”

“The opposition is demanding the Government's resignation and amendments to the draft budget. Some lawmakers, after Yermak's dismissal, demand further renewal of the Government and law enforcement; others are playing political games... It is unclear whether we will be able to vote on the draft state budget for 2026 tomorrow or at any point during this plenary week. But it needs to be done as quickly as possible, because we have several obligations to our partners and to the IMF,” the source told the agency.

At the same time, the MP expressed the view that“the preliminary agenda does not inspire confidence that this week will be productive.”

“Among the large number of initiatives is the second reading of the bill granting a one-year deferment to those who signed contracts at 18–24 and have completed their service. This is a genuinely important document that must be adopted,” the lawmaker added.

During the faction meeting, MPs raised several questions to the Government regarding salary increases for teachers and military personnel, as well as the allocation of additional funds to support internally displaced persons. They discussed a range of economic and tax issues.

“To meet the requirements of the law and ensure a decent level of remuneration for teachers, a little more than 13 billion is needed. Previously, the Government did not take our proposals into account. They said there were no funds. But it is more than realistic to find financing for this. According to our calculations, 45 percent of the amount would return to the budget, adding 6 billion. So the actual need is 7.4 billion. We once again stressed the importance of these changes to Svyrydenko and Marchenko,” another source told the agency.

Ukrinform's sources also said that no personnel decisions are expected this week.

“There are neither agreed candidates nor votes. There are people interested in the vacant positions in the Government, including among MPs, but desire alone is not enough,” the Member of Parliament added.

As reported by Ukrinform earlier, Roksolana Pidlasa, Chairperson of the Verkhovna Rada Committee on Budget, stated that the Parliament would consider the draft state budget of Ukraine for 2026 in the second readin and as a whole on December 2.

According to MP Mykyta Poturaiev, Parliament must not allow the vote on the state budget to fail, as the country's defence capability depends on it. The document can be adjusted later, but refusing to vote now is impermissible.

Meanwhile, the European Solidarity parliamentary faction will not support the draft state budget for 2026, prepared for its second reading, unless it includes amendments allocating sufficient funds for the security sector.
