Interior, Labor, And Public Security Ministries Call On Foreigners To Regularize Their Status And Register Their Residences At The Nearest Security Center

The Ministries of Interior and Labor, along with the Public Security Directorate, emphasized in a joint statement today the necessity for foreigners residing in the Kingdom to comply with the provisions of the Residence and Foreigners Affairs Law, to regularize their legal status, and to register their places of residence. The statement stressed that the competent authorities are continuing to take legal measures and hold accountable anyone proven to be involved in sheltering or employing any foreigner outside the framework of the law.

The Ministry of Interior clarified that the Residence and Foreigners Affairs Law No. (24) of 1973, with its amendments, requires under Article (11) that any foreigner wishing to stay in the Kingdom for more than two weeks must visit the Public Security Directorate, one of its branches, or security centers to organize a declaration containing their personal information and provide the necessary supporting documents, to ensure that their place of residence is properly documented.

The ministry added that Article (14) of the law obliges hotel, inn, and serviced apartment managers, as well as anyone providing accommodation to a foreigner, to notify the Public Security Directorate within 48 hours of the foreigner's arrival or departure. It noted that violating the provisions of Articles (11) and (14) exposes the offender to a fine of 200 Jordanian Dinars, according to Article (36) of the law.

Additionally, Article (4) of the Residence Registration System No. (95) of 1998 requires owners and lessors of furnished apartments to notify the nearest security center within 24 hours regarding any foreigner occupying or vacating such apartments. The ministry affirmed that the legal penalties stipulated by law will be applied to anyone who violates these provisions.

The Ministry of Interior stressed that these measures are part of its efforts to combat any illegal practices and confirmed that it will not hesitate to take legal action against anyone who shelters a foreigner. Violators will be referred to administrative judges for appropriate legal measures.

The ministry also highlighted the humanitarian dimension of these measures, which aims to protect the rights and safety of foreigners and prevent their exploitation by any party.

In the same context, the Ministry of Labor confirmed that any non-Jordanian worker caught working without a work permit, or in an occupation for which they are not authorized, will be immediately deported, in addition to penalizing the employer, the entity that issued the permit, or the homeowner, with fines up to double the value of the work permit.

The ministry explained that the Domestic Worker Recruitment Offices Regulation prohibits employing any domestic worker without a valid work permit for the household, forbids employing workers on a trial or daily wage basis, and prevents transferring workers from one household to another without prior approval from the competent authorities.

The ministry urged citizens to deal only with licensed recruitment offices, currently numbering 222, and warned against employing domestic workers without a valid work permit, emphasizing the direct link to the health and well-being of both the worker and the household, especially since permit renewal requires an annual medical examination.

The Public Security Directorate confirmed that all its relevant departments will monitor all violations related to the Residence and Foreigners Affairs Law and the Labor Law, enforce legal measures, and that all security centers are ready to receive visitors to complete their procedures smoothly and efficiently.

It affirmed that anyone who shelters an absconding worker, provides accommodation, employment, or attempts to exploit any worker will face legal accountability. Investigations will include all parties involved in absconding cases, whether through recruitment offices, intermediaries, or individuals, and they will be referred on charges of human trafficking.

The Public Security Directorate also confirmed that legal responsibility extends to anyone assisting in smuggling domestic workers or providing them with shelter or employment without reporting it. Competent authorities will verify their places of residence during absconding periods and take legal measures against anyone proven to be involved or negligent.
