Latvia Set To Allocate Nearly EUR 40M In 2026 To Support Ukrainian Refugees
As noted in the plan's annotation, support for Ukrainian refugees in Latvia continues in accordance with the Law on Support for the Population of Ukraine and the regulations adopted on its basis.
The support system is implemented in line with the EU Council directive and the EU Council decision that extends the period of temporary protection until March 4, 2026.
The Latvian Interior Ministry stresses that hostilities in Ukraine are ongoing, attacks against civilians and infrastructure are taking place across the entire country, and the risk of escalation remains high. Therefore, for most recipients of temporary protection, safe return to Ukraine in 2025 is impossible.
As of November 1, 2025, the Latvian Register of Natural Persons listed 31,281 individuals with valid temporary protection status. The flow of Ukrainian refugees this year remains moderate - an average of 500 to 600 people are registered each month. In 2025, the Latvian state budget funded accommodation for 3,240 Ukrainian residents.
Since the current plan is valid until December 31, 2025, the annotation emphasizes that a new document is needed to ensure continuity of support.
The plan defines measures to be implemented by state institutions, local governments, NGOs, and businesses across ten areas: issuance of documents confirming residence and employment; provision of information; initial support; social assistance; financial support; access to education and healthcare; employment promotion measures; language training; cultural orientation and integration; and protection of the rights and interests of unaccompanied minors.
