According to investigators, members of a criminal organization had built a large-scale scheme to influence strategic state-owned enterprises, including Energoatom.
The core activity of the organization involved systematically obtaining illicit payments from Energoatom's contractors. These kickbacks amounted to between 10% and 15% of contract values.
NABU officers conducted searches at the home of businessman and Kvartal 95 co-founder Tymur Mindich, as well as at the residence of Justice Minister German Galuschenko, who previously served as minister of energy.
NABU later stated that seven individuals are suspects in the case, including a businessman identified as the leader of the criminal organization, a former adviser to the energy minister, Energoatom's executive director for physical protection and security, and four employees of a back office involved in money laundering. Five have been detained so far.
According to the Schemes investigative project, the suspects include Tymur Mindich (referred to as "Karlson" in leaked audio recordings), former energy ministry adviser Ihor Myroniuk ("Rocket"), Energoatom's executive director for security Dmytro Basov ("Tenor"), as well as Oleksandr Tsukerman ("Sugarman"), Ihor Fursenko ("Rioshyk"), and Lesia Ustymenko and Liudmyla Zorina.
On November 13, Zelensky enacted an NSDC decision imposing personal sanctions on Tymur Mindich and Oleksandr Tsukerman.
The Verkhovna Rada is set to consider a resolution on the dismissal of Energy Minister Svitlana Hrynchuk and Justice Minister German Galuschenko on Tuesday, November 18.
