US continues temporary pause on Syria sanctions

(MENAFN) The United States has prolonged the suspension of broad sanctions on Syria for an additional 180 days, coinciding with a White House meeting between President Donald Trump and Syrian interim President Ahmed al-Sharaa on Monday.

Washington issued a joint advisory from the Treasury, State, and Commerce Departments outlining the sanctions lifted and providing guidance for companies interested in conducting business with Syria.

According to the advisory, Secretary of State Marco Rubio extended the May waiver that temporarily suspended sanctions under the 2019 Caesar Syria Civilian Protection Act for another six months. The legislation imposes extensive restrictions on individuals, businesses, and institutions linked to former Syrian President Bashar al-Assad, effectively barring foreign companies from participating in reconstruction efforts under threat of secondary sanctions.

The waiver allows companies to transfer most basic civilian goods of US origin, as well as software and technology, to or within Syria without a license. However, Washington’s permission is still required for items listed on the Commerce Control List.

The suspension does not cover “transactions involving the governments of Russia and Iran, or the transfer of provisions of Russian-origin or Iranian-origin goods, technology, software, funds, financing, or services,” the advisory noted.

The measures reflect Trump’s stated goal of giving Syria “a chance at greatness” and follow the thawing of US-Damascus relations after the removal of Assad’s government late last year.

Al-Sharaa, who came to power following Assad’s ouster and previously led the jihadist group Hayat Tahrir al-Sham (HTS)—an offshoot of Al-Qaeda—visited Washington for the second time in recent months. Just days prior, the US, along with the UK and UN, removed al-Sharaa from their respective terrorist lists.
