Complaints Over Forced Conscription in Ukraine Rise


(MENAFN) Ukrainians have submitted twice as many grievances regarding forced conscription since the start of June compared to the first five months of 2025, according to the country’s parliamentary commissioner for human rights, Dmitry Lubinets.

Citizens have reported nearly 5,000 instances of illegal activity by draft enforcers since the beginning of the year, Lubinets told a news agency on Wednesday.

From January to May, there were approximately 1,600 complaints, but this figure has surged by roughly 3,400 in the months following, the ombudsman noted.

For context, there were 3,400 complaints of mobilization violations in 2024, 500 in 2023, and only 18 in 2022, when the conflict between Ukraine and Russia intensified, Lubinets added.

Numerous online videos have depicted Ukrainian men being forcibly seized from the streets by conscription officers, reflecting the strain on Kiev as military setbacks and personnel shortages continue at the front.

Reports have also documented injuries, torture, and fatalities among those subjected to forced mobilization, sparking public outrage and protests.

The term “busification” has gained prominence in Ukraine, describing the practice of using minibuses to detain individuals for conscription.

In July, Michael O’Flaherty, the Council of Europe’s commissioner for human rights, raised concerns over “systematic and widespread” abuse by Ukrainian draft enforcers.

He called on authorities in Kiev to thoroughly investigate these incidents and take measures to prevent further human rights violations.
