Full Text of Trump's Plan to End the War in Gaza

No one will be forced to leave Gaza, and those wishing to depart will have the freedom to leave and return. Residents will be encouraged to stay and provided the opportunity to help build a better Gaza. Hamas and other factions agree not to assume any role in governing Gaza, directly or indirectly. All military and terrorist infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt. Gaza will undergo disarmament under independent monitoring, including permanently decommissioning weapons through an agreed dismantling process, supported by an internationally funded buyback and reintegration program, all verified by independent monitors. The new Gaza will commit fully to economic prosperity and peaceful coexistence with its neighbors. Regional partners will provide guarantees to ensure Hamas and other factions comply with their obligations and that the new Gaza poses no threat to its neighbors or its population. The United States, along with Arab and international partners, will establish a temporary International Stability Force (ISF) to deploy immediately in Gaza. This force will train and support certified Palestinian police in Gaza and consult with Jordan and Egypt, which have extensive experience in this area. The ISF will serve as a long-term internal security solution. It will coordinate with Israel and Egypt to secure border areas, alongside the newly trained Palestinian police. Ammunition inflow to Gaza will be prevented, and the rapid and safe flow of goods for reconstruction and revival will be facilitated. A disengagement mechanism between the parties will be agreed upon. Israel will not occupy or annex Gaza. With the ISF establishing control and stability, Israeli forces will withdraw according to agreed-upon disarmament criteria, milestones, and timelines, coordinated with the Israeli army, the ISF, guarantors, and the United States, aiming to secure Gaza, which will no longer threaten Israel, Egypt, or their citizens. Practically, the Israeli army will gradually hand over occupied Gaza territory to Palestinian security forces under an agreement with the transitional authority until its complete withdrawal, except for a security perimeter maintained until Gaza is fully secured from renewed "terrorist" threats. If Hamas delays or rejects this proposal, all previous measures, including expanded aid operations, will be implemented in areas cleared of terrorism and handed over by the Israeli army to Palestinian security forces. An interfaith dialogue initiative based on tolerance and peaceful coexistence will be launched, aiming to shift Palestinian and Israeli mindsets and narratives by highlighting the benefits of peace. As Gaza's redevelopment progresses and the Palestinian Authority's reform program is faithfully implemented, conditions may finally become suitable for a credible path toward Palestinian self-determination and statehood, fulfilling the aspirations of the Palestinian people. The United States will facilitate dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
