QRCS, CIVIC Ink Mou To Promote Civilian Protection
Doha, Qatar: Qatar Red Crescent Society (QRCS) and Center for Civilians in Conflict (CIVIC) have signed a memorandum of understanding (MoU), as a legal framework for long-term cooperation on community support and protection; facilitation of mediation efforts in conflict zones; and integration of the Islamic and international humanitarian principles into the legal, regulatory, and practical civilian protection systems.
The agreement was signed by Faisal Mohamed Al-Emadi, Secretary-General of QRCS, and Hichem Khadhraoui, Executive Director of CIVIC. The ceremony was attended by Essa bin Ahmed Al-Nasr, board member of QRCS, Mohamed Bader Al-Sada, Assistant Secretary-General for Relief and International Development, and Abdullah Sultan Al-Qattan, Assistant Secretary-General – Executive Director of Medical Affairs Division.
In his keynote speech, Al-Emadi emphasized the importance of the agreement in in enabling the two parties to share resources, expertise, and relations in common areas and specializations, on the one hand, and have a crack at new ones, on the other, thus helping enrich their respective portfolios and launch future joint programs towards the desired goals of collaboration.
“We hope it will make a bigger difference in the critical issues and overriding concerns of today's world, by encouraging the international community to demonstrate a genuine commitment to humanitarian values, enforce international laws and conventions in relation to the protection of civilians, work to put an end to humanitarian tragedies, and give fresh
momentum to international peace and security in a world overwhelmed by war and conscience-stricken over the pain of victims and the cries of vulnerable people everywhere,” said Al-Emadi.
Khadhraoui stated,“We share a vision of advancing civilian protection by drawing on our respective strengths - CIVIC's expertise in harm mitigation and protection strategies, and QRCS's longstanding presence and humanitarian reach”.
He noted that this MoU reflected a common interest in contributing to humanitarian diplomacy, by fostering dialogue, strengthening partnerships, and elevating the protection of civilians on the global agenda.
“Today's signing is not only symbolic; it signals our shared determination to work hand in hand to advance the principles that underpin civilian protection,” Khadhraoui noted.
