SCO Summit Elevates China-Led AI And Governance Ambitions

Chinese President Xi Jinping delivered a bold address at the Shanghai Cooperation Organisation summit in Tianjin, asserting China's leadership role in global affairs and unveiling a series of strategic initiatives-most notably a new AI cooperation centre and a development bank-that signal an assertive pivot towards a multipolar world order. He and Xi agreed to frame their relationship around development and partnership, putting competitive narratives aside. Modi also stressed a shared commitment to combating terrorism and supporting deeper cooperation among SCO nations.

The summit offered broader geopolitical symbolism: Beijing inaugurated the grand summit alongside plans for a commemorative military parade featuring leaders such as North Korea's Kim Jong Un, reinforcing its global strategy of asserting influence through partner-nations solidarity. Meanwhile, United Nations Secretary-General António Guterres acknowledged China's role in promoting multilateralism, lending international validation to Beijing's initiatives.

Commentators suggest the SCO is evolving from a regional security forum into a geopolitical counterweight to Western institutions-its enlarged membership and expanded scope now offering an increasingly coherent alternative to the U. S.-led global order.

The summit's soft power dimension also encompassed technological and educational cooperation: Xi announced plans for platforms in energy, green industry, digital economy, scientific innovation, higher education and vocational training-further expanding the SCO's institutional footprint across multiple dimensions of statecraft.
