Pakistan: Who Can Import Cars Duty-Free? All You Need To Know

Pakistanis with physical impairments can import a brand new car into their home country without paying duty under the disabled person category.

According to information available on Pakistan's Federal Board of Revenue and Ministry of Commerce, duty-free import of a car with an engine capacity up to 1350 cc in new condition to a disabled person is allowed, but subject to recommendations of the Federal Board for Disabled Persons.

Currently, only overseas Pakistanis are allowed to import used cars.

As reported by Khaleej Times earlier, overseas Pakistanis can import used vehicles under three categories - personal baggage, gift scheme, and transfer of residence.

Overseas Pakistanis have to pay from $4,800 to $27,940 in duty and taxes when importing used cars to their home countries.

To avail this facility of importing a duty-free car, the disabled person will have to appear before a committee consisting of the Secretary of the Health Department, two orthopaedic surgeons of the provisional government hospital, and a representative of the Provincial Social Welfare Department.

The respective committee will submit its recommendation to the Ministry of Commerce, Islamabad, for the issuance of the necessary import authorisation. Then Pakistan Customs will authorise the release of the car to the applicant.

Pakistani nationals suffering from physical disabilities - excluding mentally challenged and old age disabilities - may apply under the 'Disabled Persons Scheme' for import once in five years for personal use.

The applicant has to meet a certain conditions including a valid driving licence, a monthly verifiable personal income of Rs20,000 to Rs100,000, has not imported a duty free car or not purchased a locally-manufactured car at concessional rate of duty/taxes in five years and has not been rejected by the board during last two years preceding the date of application.

To import the car, the application should also have a national tax number certification, annual income tax returns, medical certificates/x-rays and a NIC card for disabled persons.
