State Plans To Compensate First Payment For Idps Housing
"We plan to review the policy on IDPs and create a clear path from evacuation to integration into the community, ensuring social adaptation and economic independence. One of the first steps is to provide housing: the state will cover the initial loan payment, as well as part of the monthly payments for a year. The main condition is official employment," stated Uliutin.
He noted that the new program will likely be co-financed by local authorities, as“communities are interested in people staying, working, and having children.”
"Overall, our goal is to give people a choice. If someone is not ready to participate in the loan program, we want to improve the rental subsidy mechanism. On the other hand, for those who want to buy their own home, we offer a loan model with compensation for the first payment," he added.
He also said that few people had taken advantage of the housing rental subsidy for internally displaced persons, so the agency plans to review and improve it.

He added that the Ministry wants to improve the rent subsidy mechanism. At the same time, he noted that the rental market in Ukraine is unregulated.
“To participate in the program, you need to officially sign a contract and submit it to the tax office, because the state compensates the tax that the landlord would have to pay. But many homeowners do not want to officially show that they are renting out their property,” the Minister explained.
Uliutin noted that, in this context, the issue of trust in the state becomes relevant. He expressed the opinion that the philosophy of the interaction between citizens and state institutions in general needs to change.

Starting January 29, internally displaced persons can apply for a housing subsidy , which will work alongside the subsidy for housing and utility services. The amount of the rental subsidy will be calculated individually for each family. The average income per person in the family, the number of family members, and the cost of rent in a particular region will be taken into account.
