Ukraine Needs To Streamline Anti-Dumping Procedures - MP


(MENAFN- UkrinForm) In order to protect the domestic market from unfair imports, Ukraine needs to simplify and pace up anti-dumping investigation protocols.

That's according to the Chair of the Verkhovna Rada Committee on Economic Development, Dmytro Kysylevskyi, who spoke at the Committee meeting, Ukrinform reports.

"...in 2022, Ukraine's negative balance of trade in goods stood at $11 billion, and in 2023, it was an unprecedented $27 billion. While in previous years this was compensated by a positive balance in the export of services, now under martial law, imports also began to prevail in the service sector. As a result, in 2023, we saw a negative balance of trade in goods and services at $37 billion," MP noted.

According to Kysylevskyi, one of the tools toward trade protection is anti-dumping measures regarding imports. However, they are not applied enough in Ukraine. Indeed, we currently have 35 anti-dumping and other import measures in place. For comparison, as per the WTO, the USA applies 520 anti-dumping measures, India – 337, Brazil – 175, Türkiye – 145, China – 141, Argentina – 137, and the EU – 130.

In order to improve the situation, the lawmaker proposes to simplify and speed up as much as possible` anti-dumping and other investigations in the interest of Ukrainian manufacturers. Also, it is necessary to review the work of the Commission hearing the appeals from Ukrainian manufacturers, which should convene regularly and quickly work out appropriate solutions.

As reported earlier, referring to the State Statistics Service, in January-April 2024, Ukraine imported goods worth $21.92 billion, 7.6% up on year. At the same time, the export of Ukrainian goods rose by 0.3%, to $13.45 billion.
