DOHA: The process to build new high-quality permanent accommodations for workers in Umm Salal and Al Khor with a capacity of housing around 70,000 workers has been initiated.
According to the latest tender issued by Ashghal on January 24, 2018, five complete Integrated Worker Accommodation Communities (IWACs) each having a capacity to accommodate 12,000 workers would be built in Al Khor.
Each IWAC facility will include Single Residential Facilities (SRFs), Town Centre and necessary support services and other facilities.
At least five plots have been allocated for these workers accommodation projects in Al Khor. Out of these five, one measures 200,000 square meters while other four plots are measured 210,000 square meters each.
In Umm Salal, two new workers accommodation buildings each having 5,000 Single Residential Facilities (SRFs) would be built.
A Town Centre with community retail, leisure and service facilities to serve a total population of approximately 28,000 workers is also part of Umm Salal workers accommodation project.
Two plots have been allocated for the project in Umm Salal; first 80,951 square meters while the second measures 74,223 square meters.
The Public Works Authority 'Ashghal has said in the tender that the Authority is looking for Contractors, Services Companies and Developers that can commit to the 'financing, development and long-term operation and maintenance of high quality permanent workers accommodation in the Umm Salal and Al Khor areas.
The Contract shall be in the form of a Concession Agreement on a Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) basis, for a period of 25 years (with an option to extend) and shall include a Lease Agreement for the land upon which the assets will be constructed and operated, says the project brief.
Upon award, the successful contracting party delivering these services will be referred to as the Concessionaire.
Bidders may be interested in participating to provide high-quality and cost effective accommodation and services for their own workforce or to offer this to the general market as a business opportunity, stated the project brief attached with the tender issued on January 24.
Under this DBFOMT form of contract, the Concessionaire is required to finance, design, build, maintain and operate the required assets for the term of the Concession, at the end of which the assets will be transferred at no cost, to the Authority.
The document further reveals that the Qatar Government will provide the land upon which an Integrated Worker Accommodation Communities (IWACs) will be built on a leasehold basis in return for an annual rent. The Concessionaire shall pay the lease rent in accordance with the Lease Agreement, issued as a Schedule to the Concession Agreement, at a rate of QR2 per square meter per year. The land provided by the Government will be the plots identified at the Umm Salal and Al Khor sites, upon which the Concessionaire shall build and operate the project assets.
The Umm Salal site under the scope of Ashghal's tender, 'shall provide for two Single Residential Facilities (SRFs) on individual plots, each SRF providing accommodation for a maximum of 5,000 workers.
A Town Centre will also be required. 'The complete IWAC will have a total population of 28,000 workers and concessions are already in place on four (4) other plots, tender document adds.
The Al Khor site under the scope of Ashghal's tender, 'shall provide for five separate IWACs, with each including all SRF, Town Centre and necessary support services and facilities. Each IWAC will have a population of approximately 12,000 workers, project brief of tender available on Ashghal's website says.
