Jordan- Higher Council of Civil Defence discusses preparations for winter

Amman, Oct 16 (Petra) –– Prime Minister Hani Mulki Monday chaired a meeting of the Higher Council of Civil Defence to discuss the preparedness of the various government agencies for the winter.

Mulki told the meeting, which was held at the Civil Defence Department (CDD) and attended by Interior Minister Ghaleb Al Zu'bi and State Minister for Media Affairs Mohammad Momani, that he was proud of the remarkable advancement, equipment and readiness of the security agency.

"This effort to elevate the performance of the civil defence apparatus reflects the care given to the citizens and their properties, and its keenness to serve them and promptly respond to the requirements of the people during emergencies", he said.

He noted the contingency plans the CDD had put in place to deal with accidents and abnormal conditions, which had been updated year after year, stressing collective action by all concerned authorities to implement them.

Mulki also called on ministries and state agencies to draw up their own contingencies to deal with accidents and exceptional circumstances and come up with one comprehensive and firm plan to be carried out and administered by the CDD.

He stressed the importance of issuing prior flood warnings to residents in low-lying areas and to communicate with them, not just through the media, but to reach out to them.

The prime minister said all authorities concerned with ambulance and rescue service should have their presence felt in areas affected by harsh weather conditions and at tourist sites to protect citizens and visitors and secure them during flash floods or road closures caused by snow.

He stressed the "vital and key role" of the Higher Council of Civil Defence, which embodies a comprehensive national safety and security system as it encompasses all sectors and national institutions, in facing emergencies and exceptional conditions.

Mulki stressed the need for continued coordination between the Council and the National Centre for Security and Crisis Management in dealing with crises or emergencies.

Interior minister Ghaleb Al Zu'bi said the Higher Council of Civil Defence is the authority entitled under the law to take all due measures during emergencies to control the situation through the implementation of the comprehensive national plan to tackle emergencies and disasters.

He said the Kingdom can expect flash floods, landslides or road closures caused by snow during bad weather that can threaten lives or cause damage to public and private property and the infrastructure.

He said the necessary measures should be taken to avoid mistakes made in previous years, which saw weather-related incidents of prolonged power blackouts, road closures and fuel and food shortages.
