Qatar- Cabinet approves draft law on property leasing


(MENAFN- Gulf Times) The weekly Cabinet meeting, presided over by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, yesterday approved a draft law amending some provisions of the Law No 4 of 2008 regarding property leasing, and decided to refer it to the Advisory Council.
As per this amendment, leases governed by the present law shall be drawn up in writing.
The lease shall incorporate the names, nationalities and addresses of the lessor and the lessee and the addresses of any person(s) legally representing the lessor and the lessee, the lease term, the rent and the method of payment, a description of the leased premises and the purpose of the lease in addition to all terms and conditions agreed upon.
The lessor shall, within 30 days of the effective date of the lease, register the lease at the Real Estate Lease Registration Office.
Applications submitted by the lessee to the committee or to the judicial authorities shall not be considered unless the lease is registered at the office.
The office shall charge an annual registration fee of 0.5% of the annual rental value as per residential or commercial premises or other units referred to in the building permit not less than QR250 but not exceeding QR2,500; the rate of the said fee may be amended by a council of ministers' decree upon a proposal by the Minister of the Municipality and Environment.chaired the Cabinet's regular weekly meeting at its Emiri Diwan premises.
After the meeting, HE Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud said that the Cabinet reviewed topics on the agenda.
The meeting approved a draft law amending some provisions of the Law No 11 of 1990 establishing Qatar Chamber of Commerce and Industry, and decided to refer it to the Advisory Council.
The draft law included amendment to Articles 4, 6, 13, 15, 17, 22, 27, 28/ Paragraph 1, 29/Paragraph 2, and 38, as well as the table of fees attached to this law.
The Cabinet also approved accession to the 1961 Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organisations.
The meeting reviewed the second annual report of the national committee on explosives affairs for the period from 1/1 to 31/12/2016.
The tasks of this committee, established within the Ministry of Interior, include the provision of advice to the competent government authorities in all matters relating to explosives and raw materials used in their manufacturing, control over the import, export, production, preparation and consumption of explosive materials under the law on weapons, ammunition and explosives.
The committee's report covered what has been made, including the development of the strategic plan and the organisational structure of the committee.
During the meeting, HE the Minister of Development Planning and Statistics made a presentation on the population situation, control of the population-growth rate, proposed solutions and implementation mechanisms, and presented data and statistics on population structure, growth prospects and population movements within the country.
The cabinet took appropriate decision in this regard.
