Vietnam Enacts Six New Regulations


(MENAFN) Six sweeping new laws took effect across Vietnam on Saturday, ushering in the country's first-ever artificial intelligence framework alongside sweeping reforms to investment, planning, and state secrecy rules, a Vietnamese news agency reported.

The legislative package — effective March 1 — encompasses the Law on Artificial Intelligence 2025, the Law on Oversight Activities of the National Assembly and People's Councils 2025, the Law on Rehabilitation and Bankruptcy 2025, the revised Law on Investment 2025, the Law on Planning 2025, and the Law on Protection of State Secrets 2025.

At the center of the rollout is Vietnam's inaugural AI law, passed in December 2025, which establishes a risk-tiered regulatory structure for the fast-growing sector. The legislation mandates that AI-generated audio, images, and video content bear clearly identifiable labels, while also introducing incentive programs and controlled testing environments designed to accelerate domestic AI industry growth.

On the economic front, the overhauled investment law delivers a notable reduction in red tape — stripping out 38 conditional business lines — and extends new flexibility to foreign investors, who may now register a project company by obtaining an Enterprise Registration Certificate prior to securing an Investment Registration Certificate, a reversal of the previous procedural order.

Together, the six laws signal Hanoi's intent to modernize its legal infrastructure across technology, commerce, and governance simultaneously.
