Kyiv leveled accusations against a slate of Russian historians, scientific bodies, and cultural institutions, alleging their complicity in propagandizing Russia's so-called "special military operation," deliberately falsifying historical records, and orchestrating the illegal removal of priceless cultural artifacts from museums and nature reserves across Crimea.

The measures cast a wide net — ensnaring prominent Russian historians alongside major archival bodies and historical societies whose work Kyiv contends serves as ideological cover for the ongoing invasion.

The sanctions were formally codified through a presidential decree published on the official Ukrainian presidential website, giving legal force to the decision handed down by Ukraine's National Security and Defense Council.

The move signals Kyiv's expanding effort to hold accountable not only military and political figures, but also the academic and cultural apparatus it accuses of manufacturing the intellectual justification for Russia's territorial aggression.
