Randa El-Menshawy Takes Helm Of Housing Ministry


(MENAFN- Daily News Egypt) Randa El-Menshawy, previously First Assistant to the Prime Minister for Follow-Up Affairs, has been appointed Minister of Housing, Utilities, and Urban Communities in the new cabinet, succeeding Sherif El-Sherbiny.

Her nomination reflects the government's broader strategy to rely on experienced technical and administrative leaders with deep institutional knowledge of key service sectors, particularly housing and infrastructure.

El-Menshawy was appointed First Assistant to the Prime Minister for Follow-Up Affairs in December 2019, a role that underscored confidence in her ability to enhance government performance and monitoring mechanisms.

She began her professional career at the Ministry of Housing in 2009 as a Senior Specialist (Director General level) at the Housing and Building Research Center. She later became Deputy Head of the Center before serving as Executive Office Director to former Housing Minister Ahmed El-Maghraby.

Considered one of the closest aides to Prime Minister Mostafa Madbouly, El-Menshawy led his office during his tenure as Housing Minister. Following his appointment as Prime Minister, she concurrently served as Deputy Minister of Housing and Director of the Prime Minister's Office, prior to Assem El-Gazzar's appointment as Housing Minister.

Throughout her career, El-Menshawy has overseen the Utilities Sector at the Ministry of Housing and played a pivotal role in establishing the Project Management Unit (PMU), comprising young professionals and specialized technical experts. The unit implemented an integrated project management system aimed at improving efficiency, governance, and project delivery timelines. She also represented the Ministry on the Board of Directors of the New Administrative Capital Company.

Her portfolio includes supervision of major national projects, such as water treatment plants in 6th of October City, 10th of Ramadan City, and Tamya; the Ain Shams wastewater project; the Central Business District in the New Administrative Capital; New Alamein City; the Beit Al-Watan project; and the development of new urban communities. She has also worked to strengthen civil society's role in water and sanitation projects and enhance monitoring systems to ensure sustainable service delivery.

El-Menshawy has overseen social housing and informal settlement development and managed the utilities sector for two years, during which approximately 400 drinking water and wastewater projects were completed nationwide.
