France’s PM Survives Two No-Confidence Votes


(MENAFN) French Prime Minister Sebastien Lecornu's administration withstood two parliamentary no-confidence challenges Tuesday concerning budget legislation after lawmakers in the National Assembly voted down both measures.

The challenges, lodged separately Friday by left-leaning parliamentary factions including La France Insoumise, the Democratic and Republican Left group (GDR) and the Ecologists, alongside the far-right National Rally and its partner, the Union of the Right for the Republic (UDR), alleged governmental overreach through constitutional mechanisms to ram state spending plans through parliament.

The left-wing coalition's motion secured 267 votes, falling 22 votes short of the 289 required for adoption, according to the National Assembly. The second motion, submitted by right-wing legislators, was similarly defeated with 140 votes, significantly below the threshold necessary to topple the administration.

French broadcaster reports that Article 49.3 effectively allows the opposition to table a motion of censure, which allows them to reject the adoption of the text passed using this constitutional provision and to bring down the government.

State budget legislation encompasses two primary elements: revenues and expenditures. Lecornu initially invoked Article 49.3 in the National Assembly on Jan. 20 to advance the revenue portion of the budget bill, and deployed the mechanism again to approve the spending component after his government survived two no-confidence votes Friday.

With Tuesday's no-confidence votes resolved, the legislation will now advance to the Senate before returning to the National Assembly for a third and final use of Article 49.3, a step that is also expected to be followed by no-confidence motions.

Lecornu's minority government has little room for manoeuvre in France's fractious parliament, where budget disputes have already ousted his two predecessors over cost-cutting measures in a little over a year.
