PM MITRA Scheme Aims To Develop Large, Integrated & World-Class Textile Parks: Pabitra Margherita


(MENAFN- KNN India) New Delhi, Dec 15 (KNN) Minister of State for Textiles Pabitra Margherita, replying to a question in the Rajya Sabha on Friday, provided an update on the progress of the PM Mega Integrated Textile Region and Apparel (PM MITRA) Scheme, detailing the status of approved parks, implementation models, stakeholder consultations, and financial incentives aimed at strengthening India's textile manufacturing infrastructure.

Objectives of the Scheme

The Minister said the PM MITRA Scheme is intended to develop large, integrated and world-class textile parks aligned with the Government's 5F vision-Farm to Fibre to Factory to Fashion to Foreign.

The initiative seeks to enable the industry to achieve global scale, lower logistics costs and create modern, end-to-end textile value chains at single locations.

Approved Parks and Implementation Models

Seven PM MITRA Parks have been approved across Karnataka, Madhya Pradesh, Maharashtra, Tamil Nadu, Telangana, Uttar Pradesh and Gujarat.

Each park is planned as a comprehensive facility covering the entire textile value chain, including spinning, weaving, processing, printing, garmenting and accessories manufacturing, with these segments expected to drive significant employment generation.

The Minister noted that implementation models vary by state.

Tamil Nadu and Madhya Pradesh are adopting a government-led Special Purpose Vehicle (SPV) approach, while Karnataka, Uttar Pradesh and Gujarat are pursuing Public-Private Partnership (PPP)–based master developer models. Telangana and Maharashtra are implementing their parks through designated state implementing agencies.

Stakeholder Engagement

As part of the preparatory process, the Ministry has conducted more than 76 stakeholder consultations involving potential investors, state governments, industry associations, EPC contractors and other agencies to refine the design and execution framework of the parks.

Financial Support and Linked Incentives

Under the PM MITRA Scheme, the Centre provides Development Capital Support of 30 per cent of project cost, capped at Rs 500 crore for greenfield parks and Rs 200 crore for brownfield parks. In addition, Competitive Incentive Support of up to Rs 300 crore per park is available to encourage the early establishment of manufacturing units.
