Qatar Attends Launch Of Brussels Memorandum On Oversight And Accountability In Counterterrorism
Brussels: Qatar participated in the Global Counterterrorism Forum (GCTF) initiative event to launch the“The Brussels Memorandum on Good Practices for Oversight and Accountability Mechanisms in Counterterrorism,” held in the Belgian capital, Brussels, with wide participation from forum members.
Representing Qatar at the event was Special Envoy of the Minister of Foreign Affairs H E Ambassador Faisal bin Abdullah Al Hanzab, who highlighted in his speech that Qatar has placed counterterrorism at the forefront of its foreign policy, in line with its international responsibilities and its vision for collective security.
He emphasised that terrorism is not combated solely through security measures, but also by addressing its root causes, promoting justice, and respecting human rights.
He pointed out that Qatar has enacted laws consistent with relevant UN Security Council resolutions and international law provisions, thereby enhancing counterterrorism financing measures and strengthening international judicial and security cooperation. The Special Envoy stressed Qatar's commitment to ensuring the independence of oversight institutions in accordance with the principles outlined in the Brussels Memorandum, which emphasises operational, financial, and institutional autonomy of accountability mechanisms.
He also highlighted Qatar's adoption of advanced measures to promote security education based on professional standards and codes of conduct.
