Russia Confirms Willingness to Provide Written Security Assurances


(MENAFN) Russia on Thursday restated that it holds no "aggressive plans" toward NATO or EU states, emphasizing its readiness to provide written guarantees to underscore this stance. Officials stressed that such assurances would be offered on a mutual and collective foundation.

Foreign Minister Sergey Lavrov, addressing a roundtable in Moscow with ambassadors and delegates from international entities, underscored that “We have no aggressive plans, as President [Vladimir Putin] has clearly stated, against either NATO or EU members. We are prepared to formalize the corresponding guarantees in writing, in a legal document. Naturally, on a collective, reciprocal basis.”

His remarks highlighted Moscow’s intent to codify commitments within a legally binding framework.

Lavrov noted that recent discussions in Moscow between Russian President Vladimir Putin and US President Donald Trump’s special envoy Steve Witkoff helped resolve prior “misunderstandings and miscommunications” that had surfaced following the Alaska summit in August. He suggested these exchanges helped ease bilateral tensions and paved the way for more constructive engagement.

He mentioned that Russia continues to expand upon the points agreed with Washington at the summit, explaining that they have presented “additional proposals” relating to shared security guarantees.

“We understand that discussions on security guarantees cannot be limited to Ukraine alone,” he stressed, indicating that wider regional considerations must be included.

According to Lavrov, Russia remains open to evaluating any proposals “formulated in a collective context” that could culminate in binding agreements.

He added: “We don't want one crisis to be immediately followed by another,” reflecting Moscow’s stated aim of preventing further instability.

Lavrov further alleged that Western nations are attempting to “exploit” the ongoing Russia-Ukraine conflict to “divert attention” from “other crucial issues” confronting the world, including the situation in Palestine.
