Russia awaits direct US contact on Ukraine peace plan


(MENAFN) According to reports, Russian presidential aide Yuri Ushakov said on Monday that Washington is expected to initiate direct discussions with Moscow regarding the US-drafted peace plan for Ukraine, though no formal arrangements have yet been finalized.

Speaking to reporters in Moscow, Ushakov said Russia has received “signals” from the US about potential contact but has not been given specifics on who would travel to Moscow or when the talks might take place. “I would assume that it is natural to expect the US to contact us for an in-person meeting and begin discussions,” he said, while noting: “But there is no definitive agreement yet. We have not received a specific proposal about who intends to come and when.”

Ushakov acknowledged ongoing speculation about the US plan and its various reported versions, stressing that Moscow relies only on information conveyed through official channels.

He said: “Mr. Rubio said the Geneva talks with the Ukrainians were satisfactory, and he mentioned 28 points, and also 26 points. There is a lot being circulated. It is unclear who to believe. But we believe what we saw, what was conveyed to us through the appropriate channels.”

He confirmed that Russia is familiar with one version of the proposal consistent with understandings reached during earlier talks in Alaska. “Not all, but many provisions of this plan seem entirely acceptable to us,” Ushakov said, adding that other points require detailed, formal negotiations. He noted that the plan currently contains 28 points, “These provisions require the most thorough discussion between the parties, and this has not yet happened.”

On whether the draft should be released publicly, Ushakov emphasized that it remains under multilateral review and may undergo revisions by all involved parties, calling the matter “very serious.”

Reports note that the 28-point US proposal, discussed in Geneva with representatives from Washington, Kyiv, and European capitals, has generated concerns in Kyiv and among allies.

President Trump clarified that the draft is not his “final offer.” The proposal reportedly includes requirements for Ukraine to cede additional territory to Russia, reduce its military, and formally abandon its NATO ambitions. Trump has given Ukrainian President Volodymyr Zelenskyy a Thursday deadline to respond. Zelenskyy described his position as a choice between “the loss of our dignity or the risk of losing a key partner.”

Leaders from nine European countries, along with Japan, Canada, and senior EU officials, have warned that the proposed restrictions on Ukraine’s armed forces “would leave Ukraine vulnerable to future attack.”
