Kallas Says Only Ukraine Should Decide How To Use 'Reparations Loan'


(MENAFN- UkrinForm) She made the remark during a joint press conference with Ukrainian President Volodymyr Zelensky, when asked whether frozen Russian assets could be used to finance the purchase of Tomahawk missiles for Ukraine, according to an Ukrinform correspondent.

Kallas noted that, in her view, Ukraine knew best what military capabilities it needed – whether Patriot systems, Tomahawk missiles, or other types of equipment – and that it was not for others to tell the country what it required. She stressed that the EU was trying to support Ukraine in meeting those needs and was therefore discussing various assistance initiatives.

She added that, in her opinion, Ukraine should also be the one to decide how to use the funds in case the idea of a "reparations loan" were approved.

Regarding frozen assets and the proposed reparations loan based on them – built on the idea that Russia owes Ukraine compensation for the damage caused by the war – Kallas said that Ukraine should determine independently how those funds would be spent.

As reported earlier, U.S. President Donald Trump said that Ukraine could receive Tomahawk cruise missiles if Russia refused to pursue a peaceful settlement.

President Volodymyr Zelensky previously stated that Russia feared the transfer of Tomahawk missiles to Ukraine, and that this could help bring about peace.

Meanwhile, EU leaders are discussing a proposal to open a so-called reparations loan for Ukraine, to be guaranteed by frozen Russian assets in the EU, which Ukraine would have to repay only after Russia pays reparations for war damages.

Zelensky is expected to attend the European Council meeting in Brussels on October 23, where further support for Ukraine through the use of frozen Russian assets will be among the topics for discussion.
