Anti-Dumping & Anti-Subsidy Probes Initiated On Imports Of Solar Encapsulants


(MENAFN- KNN India) New Delhi, Sep 30 (KNN) The Directorate General of Trade Remedies (DGTR) has launched two trade investigations concerning imports from China, Malaysia, and Indonesia, following complaints from domestic producers.

In a notification issued on Monday, the authority said it has initiated an anti-dumping probe into the import of solar encapsulants (excluding EVA encapsulants) from China, as well as mobile covers.

The investigation follows applications filed by RenewSys India and the All India Mobile Cover Manufacturer Association, which alleged that cheap imports were adversely affecting domestic producers.

Solar encapsulants are a critical component in the manufacturing of solar photovoltaic (PV) modules.

According to the DGTR, the investigation will examine whether such imports are being dumped in the Indian market and assess the extent of any injury caused to the local industry.

Should the probe establish material injury, the authority may recommend anti-dumping duties, although the final decision rests with the Ministry of Finance.

Separately, the DGTR also initiated a countervailing duty (CVD) investigation into the import of clear float glass from Malaysia and Indonesia.

The case was filed by Sisecam Flat Glass India Pvt. Ltd, Gold Plus Glass Industry, Gold Plus Float Glass, and Saint-Gobain India.

The applicants alleged that producers in the subject countries were benefiting from subsidies, enabling exports at unfairly low prices.

“The Authority finds prima facie evidence of the existence of countervailable subsidies on production and export of the subject goods...and such subsidised imports are causing material injury to the domestic industry through their volume and price effects,” the DGTR noted.

Under World Trade Organisation (WTO) rules, anti-dumping and anti-subsidy measures are permitted to ensure fair trade and a level playing field for domestic producers.

India has already imposed similar duties on a range of products to counter the impact of low-cost imports, particularly from China.

The outcome of both investigations will determine whether duties need to be imposed to protect domestic manufacturers against unfair trade practices.
