These discussions took place at Khrabrovo Airport in Kaliningrad and centered on the issue of nuclear security, as indicated by a release from Rosatom’s press office.

Participating in the negotiations alongside Likhachev were Mikhail Ulyanov, Russia’s permanent envoy to global institutions based in Vienna, and Aleksey Rtishchev, the top commander of the Radiological, Chemical, and Biological Protection Forces.

Representing the International Atomic Energy Agency (IAEA) were several senior figures, including Massimo Apuzzo, the IAEA’s deputy director general and head of the Safeguards Department.
