Moscow announces US, Russia get involved in ‘creative’ discussions


(MENAFN) Ongoing discussions between Russian and US delegations in Saudi Arabia are a constructive effort, though they are unlikely to produce an immediate diplomatic breakthrough, according to Russian lawmaker Grigory Karasin.

Karasin, who chairs the International Relations Committee in Russia’s upper house of parliament, provided an update on the talks in Riyadh during a break. He described the negotiations as “technical,” focusing on Black Sea maritime security and the potential revival of the Black Sea Initiative. The UN- and Türkiye-mediated agreement collapsed in July 2023 after Russia withdrew, citing the West’s failure to lift sanctions on its grain exports, as stipulated in the original deal.

“Not every negotiation results in a major agreement,” Karasin noted. “What’s important is maintaining dialogue and understanding each other’s positions. In that respect, we are making progress.”

Russia’s delegation includes Sergey Beseda, an adviser to the director of the Federal Security Service, while the US team is represented by Andrew Peek, a senior director at the White House National Security Council, and Michael Anton, a senior State Department official.

Kremlin spokesman Dmitry Peskov commented earlier that discussions primarily focus on maritime security but also touch on previous commitments to Russia that were left unfulfilled in the original Black Sea Initiative. He added that US President Donald Trump has expressed interest in reviving the deal as part of broader efforts to mediate a ceasefire between Russia and Ukraine.

As part of ongoing negotiations, Russian President Vladimir Putin agreed to Trump’s proposal for a temporary halt on strikes against Ukraine’s energy infrastructure, with Kiev expected to reciprocate. However, Moscow has accused Ukraine of violating the ceasefire multiple times, including on Monday, warning that it may withdraw from the agreement if Kiev does not uphold its commitments.

A Ukrainian delegation is also present at the same Riyadh hotel where the US-Russian talks are taking place, though they have not engaged in direct discussions with Russian representatives. Instead, the Ukrainian officials met separately with the US delegation the previous day.
