Qatar- Manual to describe public jobs issued

Minister of Administrative Development, Labour and Social Affairs H E Dr Issa bin Saad Al Jafali Al Nuaimi issued decision No 51 of 2017 to release a manual to describe, classify and arrange public jobs, pursuant to Article 3 of the Civil Human Resources Law promulgated by Law No. 15 of 2016. In a statement yesterday, the Ministry said that the manual is complementary to the legislative system of civil human resources.

The system began with the issuance of the Human Resources Law promulgated by Law No. 15 of 2016 followed by the Executive Regulations of the Human Resources Law issued by the Council of Ministers No. 32 of 2017, and was completed with the issuance of this manual, it said.

The ministry added that this manual includes the opening of financial grades for all Qatari employees in accordance with their level of scientific qualification. It also has provisions aimed at establishing the principle of equality and equalisation of opportunities among employees by establishing regulations and standards related to the promotion of employees and the conditions of occupying financial grades, and encouraging competent staff to maintain supervisory positions. The manual also added more specific groups of specialised jobs related to health and education sectors.
