Russia Considers Imposing Fines for VPN Use


(MENAFN) The Russian government is exploring the imposition of financial penalties on citizens who use VPN services to circumvent state-imposed internet restrictions, Digital Development Minister Maksud Shadayev revealed Monday.

In a candid late-night post on Max — the Russian social media platform — Shadayev acknowledged deep personal reservations about the measure while making clear that his ministry has no choice but to carry out directives handed down to it.

"I know that today's news has stirred up a storm of emotions. It's good that there's now an opportunity to respond to everyone here on Max. First, the Ministry of Digital Development is an executive authority, and we are obliged to implement the tasks set before us. In this case, the task is to reduce the use of VPNs," he said.

The minister traced the crackdown's roots to Russia's earlier decisions to block access to a range of foreign platforms, noting that protracted negotiations with those platforms over compliance with domestic legal requirements had repeatedly collapsed.

"It was a long, difficult, and ultimately unsuccessful process. Unfortunately. Let me repeat—these were not just some wishes or desires, but requirements of adopted laws. It didn't work out," he stressed.

Shadayev indicated his preference for addressing the situation with the lightest possible touch on ordinary users, saying he seeks to solve this problem "with minimal consequences and burdens for users."

Despite that stated goal, the minister confirmed that penalizing VPN usage had entered formal discussions, though he stopped short of endorsing it.

"The issue of introducing administrative liability for using VPNs was discussed in the chat. That is a blunt-force solution that we categorically dislike. The measures being discussed today are a difficult compromise. Of course, we understand all the consequences, but all other options are far worse," he said.

Signaling openness to further dialogue, Shadayev acknowledged the complexity of the situation and pledged to navigate it carefully within the boundaries of official policy.

"I am confident that we will be able to find solutions with your support," he said.

The minister's remarks came on the same day Russian mobile operators disclosed that the government had directed them to throttle access to banned websites. Separately, Russian media reported that authorities are actively weighing the introduction of formal administrative penalties for VPN use — with the precise fine amounts still under deliberation.
